So for example, if I do not want to go into the Turda salt mine, do I still need to pay the 10 Euros?

No, you are not required to pay for entrance fees to sites you choose not to visit. If you decide not to enter the Turda Salt Mine, for example, you will not need to pay the 10 Euros and will only participate in the sightseeing portion of the stop.
