No, this is a camping safari that involves 2 nights camping and one night in a budget accommodation however, you can upgrade accommodation to midrange accommodation at an extra cost

Yes it is available, which is midrange and the price for Serengeti and Ngorongoro is 380$ per person, you will be accommodated at Serengeti heritage Lodge inside Serengeti and Angata Camps inside Ngorongoro. However on the side of Tarangire there is an option to be accommodated at Budgeted Hotel or Migamboni Camps but also if you wish to upgrade its also okay.
