Yes it is safe for US citizens. You will come to Pakistan first, here you will get your Afghanistan Visa. (Pakistan Visa is free and it can be obtained in a day). Afghanistan visa is granted at the Afghanistan Embassy in Islamabad.

Yes, it is possible, there is also a consulate of Afghanistan in Dubai, you have to get your visa from there. There are also direct flights from Dubai to Kabul. We can provide vegetarian options.
